Southern Regional Consultation was organized bythe Forum of Parliamentarians on HIV and AIDS (FPA)and KSAPS in collaboration with Department of Health and Family Welfare, Govt. of Karnataka (GoK)and Joint United Nations programme on HIV/AIDS (UNAIDS) and National AIDS Control Organisation (NACO). The Forum has organised region wise consultationsacross the country to raise political awareness on HIV/AIDS and to ensure political leadership and commitment for the issue.
The Southern Regional LevelConsultation in Bangalore was part of this effort and an initiative of KSAPS and GoK. The consultation was held on 28thand 29thof October 2013 at Vidhana Soudha in Bangalore, Karnataka.
Several State and Central Ministers, Members of Parliament (MPs), Members of Legislative Assemblies (MLAs), Members of Legislative Councils (MLCs) and representatives of Panchayati RajInstitutions (PRI) from Andhra Pradesh, Goa, Karnataka, Kerala, Maharashtra, Orissa, Puducherry and Tamil Nadu attended the two-day consultation along with PLHIV representatives, representatives from Most at Risk Population (MARPs), representatives from NGOs, Government departments and United Nations Organisations.
The consultation was aimed to promote better understanding on HIV epidemic in the region among elected representatives and to encourage their commitment towards the programme. The consultation deliberated on the scope and role of political leaders in the AIDS response in their respective constituencies.
With over a thousand participants from the eight participating States, the Bengaluru consultation emerged as a unique opportunity and platform for initiating dialogue among State Governments in the region, in relevant Central Ministries, Department of AIDS Control and State AIDS Control Societies, Legislators’ Forums on AIDS (LFAs), Community representatives and NGOs for better coordination and synergy.
Bangalore Declaration to re affirm the Political Commitment to AIDS Responseemerged as an outcome of the two day consultation. The participants committed and declared that they will work towards adequate budgetary allocations, ensuring social protection mechanisms, prevention of parent to child transmission and integration of HIV related issues with health and social welfare programmes in the State.Detailed Report
As part of observance of World AIDS Day, Peoples Representatives including Legislators and Elected Representatives from the Local Self-Governance came together to form a Forum on HIV/AIDS. This wasinaugurated at the Central Hall of Suvanra Soudha in Belgaum during the SpecialSession of Assembly held in Suvarna Soudha on 3rd of December 2013.
Legislative Council Chairman Sri D.H. Shankarmurthy launched the forum. Honorable Chief Minister Sri K. Siddaramiah, Convener of Parliamentarians’ Forum and Ex Union Minister Sri. Oscar Fernandes, Minister for Health and Family Welfare Sri U.T Khadir and Minister for Rural Development and Panchayat Raj Sri H.K Patil were present in the programme.
